Particular Rules 1) Sponsored by
the Caribbean Basketball Confederation and organized by the
_________________ Basketball Federation, the CBC ____________
Championship will be held in __________________ qualifying for
the _______ Centrobasket.
2) There will be participating
___ number of teams inclusive of the host country.
3)
All countries, in order to participate, must be up to date in
their financial obligations with FIBA, FIBA AMERICAS and CBC.
The Delegations 4)
To register for a CBC Championship, all interested countries
must pay to CBC, a non-refundable deposit of US$1,000.00. per
team by March 1st. The registration form must be completed, and
faxed, accompanied with proof of payment to the President and
Secretary-General of the CBC.
5) Any team who withdraws
from the tournament within 45 days of the designated arrival
date shall be fined US$5,000.00. This shall be paid to the CBC
who will forward it to the local organizing committee to offset
incurred expenses.
6) Each delegation shall be comprised
of no more than 17 persons. Twelve (12) of them shall be players
and one (1) a FIBA Referee with a current license whom shall be
nominated directly by the FIBA AMERCIAS General Secretariat. The
other four (4) persons shall have specific responsibilities
within the team. If a team only includes ten (10) players, the
number of members of the delegation shall be no more than
fifteen (15) persons. Any National Team that does not attend
with a FIBA Certified Referee must pay a fine of no more than
US$1,000.00.
7) Each delegation shall pay to the host
country a fee of US$30.00 per person/per day as per the above
section 4), which shall be paid prior to the Technical Congress.
8) Players uniforms must fulfill FIBA regulations with
regards to numbers and advertising printed on it. A dress code
is required for the coach and his staff. Short pants and jeans
are not allowed.
9) A preliminary list of up to
twenty-four (24) players shall be sent to FIBA AMERICAS General
Secretariat 45 days before the designated arrival date of the
tournament. The final list of up to twelve (12) players
shall be presented at the Congress of Delegates together with
the appropriate documentation necessary for proof of the
national status of players(s), in accordance with FIBA Internal
Regulations, section H.2. Any addition to the final list of
players after the deadline might be considered in exceptional
cases; however a fine of US$600.00 per player must be paid in
order for the player to be included on the preliminary list.
The Financing 10) Any
National Member Federation selected to be the host of a CBC
Tournament must pay a non-refundable fee of US$1,000.00 to the
CBC by March 1 of the tournament year.
The Local
Organizing Committee of the Tournament shall be responsible for
all expenses detailed below: a) First class hotel
accommodations in double rooms with the appropriate size bed for
the players, two (2) days prior to the date of the event,
include a day after the final participation of each team. The
room for the Delegate of the team shall be a single room.
b) The General Secretariat shall approve menus for athletes
to ensure that meals are in sufficient amounts and good quality.
The meal plan shall include breakfast, lunch and dinner with
bottled water and soft drinks (juice and sodas) in sufficient
amounts.
c) Accommodations for athletes shall be in a
first class hotel with meals in accordance with point b) above,
for the referees, technical director and technical
commissioners.
d) The Local Organizing Committee must
provide ground transportation for the arrival and departure of
all teams in the host country and travel to and from training
and game facilities.
e) The Local Organization Committee
is responsible for assuring adequate security for all tournament
participants throughout the duration of the tournament.
f) Airfare for the President and Secretary-General (CBC),
Technical Director of FIBA AMERICAS, two (2) neutral referees
and two (2) commissioners.
g) First class hotel
accommodations, with meals included, in single rooms for the
President and Secretary-General (CBC), the Technical Director of
FIBA AMERICAS and two (2) Commissioners.
h) The Local
Organizing Committee must provide an automobile with a driver
for the President (CBC) and one for the Technical Director. An
appropriate vehicle to transport referees and technical
commissioners to the area of the games is also required.
i) A Viaticum in the sum of US$650.00 shall be paid to each
member of the Technical Committee and each Referee, in
accordance with FIBA regulations.
j) A representative of
the CBC Executive shall be provided hotel, meals and ground
accommodations at least six weeks and again one week prior to
the tournament to facilitate a site inspection. During this
visit, the CBC Representative shall be responsible for ensuring
the following: 1. Satisfactory level of hotel accommodation
for teams, referees, technical commissioners, CBC and
FIBA-Americas representatives.
2. Review menus/proposals
for meals.
3. Visit official playing/practice venues to
ensure that facilities are adequate and in compliance with FIBA
accepted standards.
4. Review all ground transportation
and security arrangements.
5. Ensure that trophies and
medals are of sufficient quantity and quality.
The Authorities 11) The
Secretary General of FIBA AMERICAS or his designee shall be the
President of the Technical Committee, the Vice
President-Technical Operations of the CBC and a representative
appointed by the organizing country shall compose the Technical
Committee.
12) The President of CBC or his designee
shall be the President of the Jury of Appeal and shall preside
over the Technical Congress, at which time; the President (CBC)
shall name the four (4) additional members to the Jury. The
sanctions imposed by the Jury of Appeal shall be final.
13) The Technical Committee shall preside over the event in all
aspects, related disputed games, training, game and practice
itineraries, and the designation of referees or commissioners
and shall be in control of the general competition in order to
ensure compliance of FIBA and FIBA AMERICAS regulations by the
organizers and all the participants. In addition, it is
responsible for the administration of the sanctions to any
violator of FIBA and FIBA AMERICAS Code of Discipline as it
currently relates to the tournament. These decisions shall be
made prior to the participation of the parties involved in the
competition and shall be appealed at the Jury of Appeal.
The Play System 14) With
participation from _______ number of teams and completely in
accordance with the current FIBA Game Rules, the tournament
shall be competed in two (2) phases. In the first phase, if
there is a draw on points in the same position, the established
system by FIBA shall be used. The teams are divided in two
groups of _______.

15) The first (3) positioned teams classify
for the Centro Basket Championship in (City), (Country), MM/DD
to MM/DD, YYYY.
Awards Ceremony
16) Trophies for the first three (3) positioned
teams. Three (3) sets of 17 Bronze, Silver, and Gold medals. Two
(2) sets of Bronze, Silver, and Gold medal for FIBA, and Pedro
Ferrandiz Foundation.
CODE OF DISCIPLINE
About the Sanctions
Article 1: Those players that:
a) Are disqualified from the game due to a disqualifying
foul, shall only be warned. In case of relapse, they shall be
suspended from one (1) game and so thereafter, duplicating the
sanction.
b) Are disqualified from the game for protest
to the referees or the table officials shall be sanctioned by an
amount up to two thousand ($2,000) US dollar fines and so
thereafter, duplicating the sanction.
c) Are disqualified
from the game for aggression another player shall be sanctioned
by suspension from one (1) game. In case of relapse, they shall
be suspended from two (2) games and so thereafter, duplicating
the sanction.
d) Are disqualified from the game for
provoking or insulting another player, shall be warned and in
addition shall be sanctioned by an up to one thousand ($1,000)
US dollar fine. In case of relapse, they shall be suspended from
one (1) game and so thereafter, duplicating the sanction.
e) Are disqualified from the game for insulting the referees
and/or a constituted authority, shall be sanctioned from two (2)
games. In case of relapse they shall be suspended from four (4)
games and so thereafter, duplicating the sanction.
f) Are
disqualified from the game for aggression one of the referees or
a constituted authority, shall be sanctioned by eliminating them
from the tournament. Also, they shall be suspended for a full
year for international tournaments.
g) Are found engaging
in act of misconduct, during an intervals of play or
participating in excessive celebration after the games or
reacting for a defeat, provoking their opponents or make
gestures to the spectator which may provoke a violent reaction,
shall be sanctioned eliminating them from the tournament. Also,
they shall be suspended from international competitions of any
kind.
Article 2: The
Coaches that:
a) Are disqualified from the game for
having been sanctioned two (2) and/or three (3) technical fouls,
shall not be sanctioned again.
b) Are disqualified from
the game for protest to the referees or the table officials
shall be sanctioned by an amount up to two thousand ($2,000) US
dollars fine and so thereafter, duplicating the sanction.
c) Are disqualified from the game for insulting the referees
and /or officials or any constituted authority, shall be
sanctioned by suspension from one (1) game by an up to
one-thousand ($1,000) US dollar fine and so thereafter,
duplicating the sanction.
d) Are disqualified from the
game for aggression one of the referees and/or any constituted
authority, shall be sanctioned by elimination from the
tournament and a three-thousand ($3,000) US dollar fine. Also,
they shall be suspended for a full year from participation in
any international competition.
e) Are found engaging in
acts of misconduct against the Technical Committee authorities
or the national organizations, shall be sanctioned by an up to
three-thousand ($3,000) US dollar fine.
f) Are found
engaging in acts of misconduct, during an intervals of play or
involved in excessive celebration at the end of the game or
reacting to a defeat in such manner to provoke their opponents
or making gestures to the spectator in a manner that provokes a
violent reaction, shall be sanctioned by eliminating them from
the tournament and a fine of up to five thousand (S5,000) US
dollars. Also, they shall be suspended for up to two years from
participating in any international competition.
Article 3: Coaches’ assistants
that:
a) Are disqualified from the game for protest to
the referees or the table officials shall be sanctioned by an
amount up to two thousand ($2,000) US dollars fine and so
thereafter, duplicating the sanction.
b) Are disqualified
from the game for insulting the referees and/or constituted
authorities shall be sanctioned eliminating them from the
tournament and by an up to one thousand ($1,000) US dollars
fine.
c) Are disqualified from the game for aggression to
the referee and /or a constituted authority shall be sanctioned
by eliminating them from the tournament and by a fine of up to
three thousand ($3,000) US dollars. Also, they shall be
suspended for one (1) full year from participation in any
international competition.
d) Are found engaging in acts
of misconduct against the Technical Committee authorities or the
international organizations, shall be sanctioned by a fine of up
to two thousand ($2,000) US dollars.
e) Are found
engaging in acts of misconduct in game interval opportunities or
when the game is over, engaging in excessive celebration or
reacting to a defeat in a manner that provokes violence in the
opponents or making gestures to the spectator in a manner that
provokes a violent reaction, shall be sanctioned by eliminating
them from the tournament and by a fine of up to three thousand
($3,000) US dollars. Also, they shall be suspended for up to one
full year from participating in any international competition.
Article 4: Those Referees
that:
a) Refuse to officiate a game to which they have
been assigned, shall not be nominated for the rest of the
tournament and the Technical Committee shall issue a report to
the General Secretariat for their determination.
b)
Engage in such conduct to discredit their image as referees or
make any expression against any superior organization, shall not
be designated for the rest of the tournament and shall be
requested to relinquish their position as FIBA Referee.
c) Do not present written reports about game incidents or
falsify a report, shall not be designated for the rest of the
tournament and shall be asked to relinquish their position as
FIBA referee.
d) In all cases in a, b and c, the referee
lose all their rights and must leave the competition.
Article 5: Team delegations or
countries that:
a) Refuse to play a game or abandon the
same, shall be eliminated from the tournament and reported to
the General Secretariat which will add sanctions by suspending
them from international competitions, by a fine of up to
twenty-five ($25,000) thousand US dollars and shall even null
their affiliation, based on FIBA international regulations.
b) Refuse to participate in official opening, awards, or
closing ceremonies, which have been previously organized and
announced, shall be fined up to three thousand ($3,000) US
dollars.
c) Engage in misconduct or any of their members
is disrespectful, insulting, or offensive to any constituted
authority, shall be sanctioned by a fine of up to five thousand
($5,000) US dollars.
Article 6:
Those control table officers that:
a) Do not perform
their duties in an efficient manner, shall be excluded from the
tournament.
b) Engage in misconduct discredit their
image, or are disrespectful to anyone involved in the
development of the competition, shall be excluded from the
tournament and forbidden from participation in any international
activity for up to two years.
Article 7: Partiality from any team or country that:
a) Throw objects to the game field and provoke delays in the
game and its normal development, their Confederation shall be
fined up to five thousand ($5,000) US dollars. Also, the first
referee as a game authority shall apply any other regulatory
sanction.
b) Throw objects to the game field that impact
on a player, referee or any one in the bench of substitutes or
any constituted authority, their Confederation or Federation
shall be fined up to ten thousand ($10,000) US dollars. Also,
any other sports sanctions may apply as it relates to the
dispute, such as losing said game, disqualification from the
tournament, banned from international participation, or banned
from organizing international events, etc.
About Procedures:
Article 8: Referees are mandated
to bring up a report one (1) hour after the conclusion of the
game, to the organization responsible for the application of the
current Code.
Article 9:
In accordance with the Tournament Regulations in question, the
organization responsible for the application of the sanction,
after having received a report from the referees, shall take a
decision about the matter no less than two (2) hours prior to
the set time for the next game of the team, or teams, involved
in said matter and communicate it emphatically.
Article 10: In accordance with
the Tournament Regulations in question, The Appeal Committee,
responsible for the processing, shall receive with deposit of US
$500 dollars and shall resolve within 24 hours from the time of
receipt and before the next game of the team or teams, involved
and communicate it emphatically. If the decision is to maintain
the imposed sanction, the deposit fee shall not be reimbursed;
otherwise, a reimbursement shall be issued.
Article 11: If necessary, the
disciplinary organization has authority to summon anyone who can
provide details about the matter in question, including those
involved in the report.
Article 12:
When a sanction is imposed, this shall not be enforced during
the development of the tournament, it shall be applied during
any other official competition in the Zone and/or FIBA. In all
cases, the responsibility of the ''suspension'' sanction is
individual as well as the ''fine'' of the National Federation.
Article 13: Any other
situation not included in the current Code, shall be decided by
the organization applicable organization, completely in
agreement with the CBC, FIBA Americas and FIBA Rules and
Regulations and it shall stay in consultation with CBC General
Secretariat.
Official Photograph
The
official photograph of the participating teams required by FIBA
and will be taken on the third (3rd) day of competition.
The procedure will be as follow:
1) It will be taken 10
minutes prior to the time settled for the beginning of each
game.
2) We'll start with group A and then group B.
3) Only players and coaches (3 maximum) shall take part in
the photograph. Players will be wearing the TEAM JERSEYS (no
jacket).
4) Six (6) players will be kneeling on the free
throw line, and the rest, standing behind them. Coaches will be
placed at the sides. All will be facing the center of the field,
and the numbers on the jerseys shall be visible for the
subsequent identification of each player.
5) The
photographer(s) shall be standing at the central circle.
